The type of DBLINK (PRIVATE) say always. You have two options: 1) Create a public database link;
2) You can create objects on schema of private database link and then GRANT permission to the other schema. For example, you have user A and B, and a private database link DB_PRIVATE_LINK_A on schema A. User B, for example can´t execute SELECT * FROM A.TAB_Z@DB_PRIVATE_LINK_A, but you can create a view on schema A with this select, and then GRANT select on this view to schema B. Please, see a good example on ASKTOM site (search for 'PRIVATE DATABASE LINK').
